Steps:
  1. Step 1: Make the Chocolate Cut-Out Sugar Cookies. Cream together butter and sugar until light and fluffy. Add eggs and vanilla, mix until combined. Sift in dry ingredients and mix until a dough forms. Wrap in plastic wrap and chill for at least 1 hour.
  2. Step 2: Roll and Cut the Cookies. Preheat oven to 350°F (175°C). Roll out dough to ¼-inch thickness and cut out cookies. Place on parchment-lined baking sheet and bake for 8-10 minutes. Cool completely.
  3. Step 3: Prepare the Chocolate Royal Icing. Combine powdered sugar, meringue powder, vanilla, cocoa powder, and water in a mixing bowl. Beat until glossy and thick. Adjust consistency with water if needed.
  4. Step 4: Decorate the Cookies. Transfer icing into decorating bags and outline football shapes. Flood the inside with icing and spread evenly. Allow to set for at least 2 hours.
  5. Step 5: Add Details. Pipe on white royal icing for laces and additional decorations. Allow to dry completely before serving.
